Inertia is a fundamental law of physics wherein the inclination of a moving entity is to maintain movement, or of an immobile entity to stay at rest. The inertia-reel seat belt operates on the similar attitude.

Your BMW M3 seat belt twists out from the reel contrary to the moderate tension from a spring, at any time it’s attached. This condition maintains the seat belt’s tightness during ordinary driving conditions. However, it permits sufficient free movement for the driver to access the seat belt when required.
